Summary

The U.S. House Committee on Armed Services, commonly known as the House Armed Services Committee or HASC, is a standing committee of the United States House of Representatives. It is responsible for funding and oversight of the Department of Defense (DoD) and the United States Armed Forces, as well as substantial portions of the Department of Energy. Its regular legislative product is the National Defense Authorization Act, which has been passed by Congress and signed into law each year since 1962

WASHINGTON, D.C. – Representative Adam Smith (D-Wash.), Chairman of the House Armed Services Committee, today issued the following statement after the House of Representatives passed H.R. 4350, the National Defense Authorization Act (NDAA) for Fiscal Year 2022, by a vote of 316-113.

“For 61 consecutive years, the House has proven that our collective commitment to U.S. national security can help us rise above partisanship. Instead of focusing on what divides us, each year we choose to pass a defense bill that fulfills Congress’ constitutional obligation to ‘provide for the common defense’ – and we do so by focusing on what we have in common as Americans.

“I am once again incredibly proud of the work of the House Armed Services Committee, despite the ongoing challenges posed by the COVID-19 pandemic. The NDAA represents the legislative process at its best. This year, like every year, we worked for months to identify policies where we agree, and where we don’t, and engaged in thorough, thoughtful debate on all of them. In an era where our politics is so dominated by divisiveness, it has never mattered more to show the American people that democracy still works.

Jurisdiction

The Armed Services Committee has jurisdiction over defense policy generally, ongoing military operations, the organization and reform of the Department of Defense and Department of Energy, counter-drug programs, acquisition and industrial base policy, technology transfer and export controls, joint interoperability, the Cooperative Threat Reduction program, Department of Energy nonproliferation programs, and detainee affairs and policy.

History

The Armed Services Committee was created by the Legislative Reorganization Act of 1946, which consolidated the functions of two predecessor committees: the Committee on Military Affairs and the Committee on Naval Affairs, which were established as standing committees in 1822. Another predecessor, the Committee on the Militia, was created in 1835 and existed until 1911 when it was abolished and its jurisdiction transferred to the Committee on Military Affairs. When Republicans took control of the House of Representatives in 1994, the committee was renamed the Committee on National Security. It was later renamed the Committee on Armed Services.

Jurisdiction
The Subcommittee on Intelligence and Special Operations has jurisdiction over Department of Defense policy, programs, and accounts related to military intelligence, national intelligence, countering weapons of mass destruction, counter-proliferation, counter-terrorism, intelligence support and cyber operations, strategic communications, information operations, and other sensitive military operations. Additionally, the subcommittee has oversight over Special Operations Forces as well defense science and technology policy and programs, such as the Defense Advanced Research Projects Agency.
