A 21-year-old Russian soldier was sentenced to life in prison on Monday for killing an unarmed man in Ukraine’s first war crimes trial since Russia’s invasion.

The soldier, Vadim Shishimarin, had pleaded guilty to shooting a 62-year-old civilian to death on the fourth day of the conflict in late February.

Before delivering the verdict on Monday, the court said that Shishimarin had “committed a criminal offense” according to international humanitarian law.

“[Shishimarin] saw a civilian on the pavement, Oleksandr Shelipov,” the court said. “Shishimarin knowing that Shelipov is a civilian and is unarmed and does not pose any threat to him — fired several shots at Shelipov from his AK-gun.”

Georgia takes center stage in Tuesday’s primary elections as Gov. Brian Kemp and Secretary of State Brad Raffensperger try to fight back challengers endorsed by former President Donald Trump, who is seeking revenge for his 2020 election defeat in the state.

U.S. Rep. Marjorie Taylor Greene of Georgia is testing Republican voters’ tolerance for controversy in her primary. On the Democratic side, U.S. Rep. Lucy McBath and U.S. Rep. Carolyn Bourdeaux are facing off after McBath switched districts because of redistricting.

In Alabama, three Republicans are in a tight race for the nomination to replace retiring U.S. Sen. Richard Shelby. In Arkansas, former White House press secretary Sarah Sanders is a front-runner for the Republican nomination for governor.

In Texas, two runoffs are drawing outsize attention: Attorney General Ken Paxton is trying to hold off Land Commissioner George P. Bush, while Rep. Henry Cuellar is trying to fend off his progressive challenger in a rematch from 2020.

When the United States, Japan, Australia and India first resuscitated their informal dialogue from a decade-long hiatus in late 2017, China was confident it would soon fail.

“It seems there is never a shortage of headline-grabbing ideas,” Chinese Foreign Minister Wang Yi said dismissively of the grouping in early 2018, months after it convened its first working-level meeting in Manila.

“They are like the sea foam in the Pacific or Indian Ocean: they may get some attention, but soon will dissipate,” Wang concluded.

More than four years on, the Quadrilateral Security Dialogue — better known as “the Quad” — is far from dissipating. Instead, it has only grown in momentum, profile and clout.
